Here is a link to a petition that encourages a change of approach to planning laws which are currently threatening performance venues with closure.  At the moment if new housing is built near a venue that produces noise the venue is responsible for managing that noise as the developers have no responsibility to put sound proofing in - the consequence of this has been that venues could be forced to close as they 1:  Cannot afford to arrange sound proofing for the new builds 2: They have had to reduce the volume to the point where their business becomes untenable.

I worked on a show in Manchester in a venue that has been around for years and has been used successfully for events, parties, conferences etc...   also very popular with political parties.   In the previous year a new block of flats was built next to the venue and the residents complained about the noise - as a result the party at the end of the gig was so quite that people could conduct conversations next to the speakers, the dance floor was empty and the band looked really unhappy - understandably.    That venue can no longer hold parties or stage concerts, yet it was there years before the flats were built.

Under the Agent of Change principle if a venue is in place before the residential building, the residential building would be responsible for paying for soundproofing. Likewise, if a new music venue opens in a residential area, the venue are responsible for the cost.
