The chances that he, or one of his representatives will grant you the rights is extremely low however as they belong to the studio (20th Century Fox) and not the individual.
Richard, I mean you no ill will, but I looked up the tweet and it isn't addressed to anyone. You haven't sent a tweet to Mel Brooks. Of course you can write a screenplay for history of the world part 2 for fun but I think you need to make it clear to potential applicants that you do not indeed have the rights to the original and are not authorised to write a sequel.
